Besides my day job at the Nebraska Public Service Commission, I do provide independent contract-based consulting services, primarily in state and local governmental procurement and federal and state grants.
I primarily contract with Civic Initiatives, a government consulting firm based out of Austin, Texas, but I am also available for other projects if you are interested. My key experience is in:
- Health and Human Services Procurement. Experience with Medicaid Managed Care requests for proposals and procurement options; children and family services procurement; and public and behavioral health services procurement.
- Federal grants and procurement under the Uniform Grant Guidance and related regulatory schemes, as well as federal procurement requirements such as competitive biding and supplier diversity.
- Nebraska Procurement. My primary area of knowledge is State of Nebraska procurement procedures, laws, and standards.
I have written and developed projects for a variety of different entries. Some examples:
- Drafted request for proposal template, as well as other related competitive solicitation templates
- Drafted master services and goods contracts for state and higher education purchasers with a variety of different vendors;
- Drafted and developed procurement and grants policies, including federal grants policies and other policies and procedures compliant with requirements in 2 CFR ยงยง 200 et seq.
- Conducting training for hundreds of employees on the Uniform Grant Guidance, federal procurement standards, and Nebraska state procurement standards.
- Provided consultation during oral interviews and the procurement process to aid in the development or improvement of solicitations and outcomes.
